Sa nasabing panukala, nakasaad na layon na bigyan si Pangulong Duterte ng “powers necessary and proper (to implement the said national policy)”. “By reason thereof, and in order to optimize the efforts of the President to carry out the tasks needed to implement the aforementioned policy, it is imperative to grant him emergency powers subject limitations,”

Nakalagay din sa panukala ang pansamantalang kapangyarihan na ipagkaloob sa gobyerno na magkapag take-over sa operasyon ng mga privately-owned public utility o business para magamit laban sa coronavirus. Kasama din dito ang paggamit sa mga hotels para doon pansamantalang manuluyan ang mga medical practitioners, pag take-over sa transportation system para mahatid-sundo ang mga health, emergency at frontline personnel, at bigyan ng kapanyarihan si Pangulong Duterte na i-realign ang 2020 national budget.
